How can the FCC better engage the public on rulemakings?

    When the FCC mandates that existing media companies pay fees for a new program and that they do not have to pass those fees onto their customers, does the FCC really think the companies are going to eat those fees and not pass them on to the customers? Show just ONE (1) example of such a case. Therefore, the FCC, in the case of the Lifeline program should have sent the program out to the public for comment since all the media companies have in fact passed those cost onto their customers and we are in fact paying for this…

                That was the headline! Way back in 1999. Today, in 2014, in Arvada, Colorado (a large, densely populated suburb of Denver), I have exactly one (1) choice for wired Internet service: Comcast.

                Clearly the FCC, affirmed by the courts, at one time recognized that telecommunications services are valuable, if not essential, to 21st century life, that they are a natural monopoly (because we can't very well bury 3 or 4 or 5 sets of cables owned by different companies to every house) and that they require regulation to make competition possible.                   Cable companies has a tendency to rip customers off by offering 6 months or 12 months "special discount" price. However, they never tell them what the actual "regular price" would be when the "special discount" period is over. This pricing scheme is open ended. Companies can charge whatever they want. This force the customers to pay over 50% or more than their "speciall discount" price. Of course, customers can terminate the service.                       This was used to gather public comment on Airline rulemakings. The results that were published to commenters after the rulemaking suggest that it was effective and helpful to the agency.

                      • Most public attention and opinions follow news' recap of rulings. Pose the effects of the ruling before it is concrete via social media.

                        Once news communicates the effects of a ruling, the true public opinion surfaces and which is later than needed. I love the idea of having the ability to be pro-active in the rulemaking process. Could public opinion or voting be generated by having a simulated ruling? What if... a news story surfaces on news.google.com the "FCC decides to obsolete the TV tuner by allowing Comcast to require set top boxes for all" where the ruling has not occurred yet, but a news story format communicates affected pros and cons.                                   Current proposed rulemaking to improve caption quality (Docket Number CG 05-231) does not appear to address the issue of time synchronization of the caption to the audio. For hard-of-hearing persons, captions that are late or early with respect to the audio are confusing and practically useless.

                                  For pre-prepared programming, this issue could be addressed by specifying a tolerance, perhaps expressed in milliseconds, between the appearance of a caption and the beginning of the audio speaking that sound. It may take some research to determine appropriate tolerances (late and early).

                                  • The do not call list does not work. It should work the opposite way. That is, I add only the numbers that I authorize to call me.

                                    The do not call list is a failure. I have complained against violators multiple times, but it does not stop. It doesn't cover political organizations or other BS survey things. I am on the do not call list for a reason.

                                    The constitution gives every American the right to "life, liberty and the pursuit of happiness".

                                    Unwanted calls take away my ability to pursue happiness. These terrorists should be stopped.

                                      • Direct communication with the public. Summarize or provide abstract of the rulemaking to get appropriate feedback.

                                        Utilize the several hundred databases to find citizens able to give appropriate feedback. Some can be very wordy. Shorten and summarize to highlight relevant points. Use different methods for contacting individuals. Am I explaining a focus group here?
