How can the FCC better engage the public on rulemakings?

Instead of the fcc protecting the commercial broadcaster and allowing them to interfere with consumer equipment part 15 an unjust rule

Community consumer equipment affected cause of commercial transmitter/transmitters causing consumer equipment to not work garage door openers,car alarms telephones corded /cordless, baby monitors,radio,tv, cable interference or last as long as it would in a non rf polluted area. If a consumer is having interference you should protect them instead of saying its a part 15 device this device must not cause harmful interference and must accept interference that would make device not work or malfunction. Instead you protect the broadcaster you know if the consumer didnt listen to the radio or watch the tv there would be no
liscenses for commercial broadcast be it radio tv,cellular,prn etc. The spectrum is not to be owned! GREED is why its sold by auction. Services, cband satellite tvro that were and are around before the wireless cellular carriers 860, 1.900,1.970, should be protected from any type of interference overload, inband, especially if the dish was there before the new service went on the tower or structure and broadcaster is to fix it on there end and consumers end that there is no loss in satellite quality on each received freq.
