How can the FCC better engage the public on rulemakings?

Price transparency is required for all Cable or telephone companies

Cable companies has a tendency to rip customers off by offering 6 months or 12 months "special discount" price. However, they never tell them what the actual "regular price" would be when the "special discount" period is over. This pricing scheme is open ended. Companies can charge whatever they want. This force the customers to pay over 50% or more than their "speciall discount" price. Of course, customers can terminate the service. Unfortunately, many cities and communities do not have more than one competitors in those services. In this case, Comcast is notoriously using this scheme, and I believe FCC should spend more time in investigating those companies who use these practices.
