How can the FCC better engage the public on rulemakings?

Acknowledge, as some states have acknowledged that a lifeline credit 'consumer' are exempted from "FEDERAL SUBSCRIBER LINE CHARGES".

Consumers with a life line credit are of low or no income. Some states have acknowledged the unfair practices, of providing communications to elderly and disable individuals and have them exempted from the "Federal Subscriber Line Charge". In public rule making, perhaps the FCC should have some feedback on a state level, as to whom will 'benefit' when allowing such charges and whom will the impact hinder. As my life line credit has helped in the passed, but it is has shrunk in it's intended purpose with the approval of ALL the other charges for a standard land line service.
