CLOSED: Rulemaking

This forum is now closed. The Rulemakings Beta period has concluded. *

FCC Rulemakings is currently in Beta, and will continue to be improved. Share your ideas on how we can make FCC Rulemakings more useful to citizens.

  1. Inform the Public

It seems that too many people believe that they are helplessly subjected to the companies that are regulated by the FCC. Most people don't even know that the FCC exists or that they can file a complaint. If more people would speak up about their experience and start complaining I think patterns would become visible very soon and hopefully result in policy making that is much more to the point of the issues.

  2. Give leverage back to the public

Americans pay more for the worst telecommunication services than anyone else in the developed world. End large monopolies like Verizon, AT&T, and Comcast by letting smaller companies have greater access to lower spectrum frequencies, unlock all cell phones, eliminate erroneous fees, fine them for poor customer service, and make a bigger effort to notify the public of pending actions through social media. Americans don't get value for the overpriced services they recieve.

  3. Where can I report an individual making physical harm threats to me on a post in Yahoo?

Physical threats to an individual should not be tolerated even if its on Yahoo. I also believe that people would think twice of what they are posting if they were required to post their real picture/ live camera screen when posting.

  4. Change FM broadcasting regulations

It should not be such a complex procedure to be allowed to broadcast FM radio. I would say that the current policy is unjust. Read more and sign the petition at https://www.change.org/petitions/fcc-stop-requiring-a-license-to-operate-fm-radio-stations . Thank you.

  5. Follow up on the NPRM review of Part 95, particularly the GMRS as proposed in FCC 10-106

It has been two years and there is still no word on this. It seems to have quietly been set aside with no ruling and no explanation. According to the FCC Encyclopedia, the proposal to license GMRS “by rule” instead of the current individual licensing requirement is still pending. This leaves current and future licensees of the GMRS in limbo. If the commission is going to procrastinate or decline to address it, at least inform the public as to why. Such inaction does not serve the public.

  6. Many Americans don't know the purpose of the FCC. Require all media to periodicly advertise the FCC's purpose for citizens. Stop fraud.

Stop unscrupulous carriers from fraudelent billing. All fined companies will have their license revoked and resold. Make improvements on detecting misuses within all media.

  7. Ban SMS Spam

IT is ridiculous that the FCC rules include an exemption that allows telemarketers to deliver unwanted text messages advertising their products or services. Just as bad, the FCC has failed to prohibit unscrupulous carriers, such as Verizon Wireless, from conveying and delivering the text message spam AND then fraudulently billing the called number for the unwanted spam! I would be tickled pink to see the FCC step up to the plate and represent consumers rather than shield Verizon Wireless and other unscrupulous carriers from regulation.

  8. How about if the FCC gets out of the censorship business

How about if the FCC goes back to what it's supposed to do, regulating the bandwidth and technical aspects of broadcasters, and get out of the business of telling the public what they may and may not view, listen to or buy in their own homes. Example: FCC & USA vs. CBS. The FCC is still beating the dead horse of Janet Jackson's Super Bowl ****** show. Is this really in the best interest of the taxpayers? Does the FCC think that anybody still cares eight years on? To include "& USA" in the title of that filing with the…

  10. Investigate Mergers & Spectrum Transactions Seriously

Verizon Wireless wants to buy unused wireless spectrum from the cable companies: Comcast, Cox Communications, Time Warner Cable and Bright House Networks. Do they need more spectrum though let alone this spectrum?

This is the first question Justice and the F.C.C. need to consider in reviewing all spectrum transactions and merger transactions involving spectrum (like AT&T T-Mobil that was denied and now dead; and AT&T's Qualcomm spectrum buy that ultimately succeeded) going forward. They also have to look at unique characteristics of each transaction and the agreements in each transaction to make sure it does not result in anything anti…

  11. ATT BAte and switch their promotional offers. Then switch the customer from one department to the other

ATT- UVERSE has promotions of $89.00 for a year and further represent additional bonuses such as HBO and CINMAX plus a $500 credit card only to charge the customer double or more upon billing. When one inquires about the discrepency, the customer is told that they agreed to the higher amount and that they cannot do anythin about the billing. This is reprehensible and downright "Bate and Switch." I spent up to 4 hrs. on the phone trying to get my account out of collections, although I had paid the agreed upon amount and was not allowed to speak to…

  13. tampa bay buccaneers blackouts

Hi i am an avid buccaneers fan. I am really tiered of gettting all geared up for sunday football and the game is blacked out. It has lost the city and stadium millions of dollars as no intrest in the team can not be acomplished if all the games are blacked out.so it brings ticket sales down and intest to wain. I'd really like it if the would be shown on tv. thanks adam muster.

  17. A rulemaking index function badly needed

    1. Why is it so difficult to find out when comments are due?

    2. While it is easy to find the 10 most popular rulemakings, it is hard to find the others if you don't already know the docket number. How about an index based on popular names. And if the issue isn't in ECFS, like the GPS/LightSquared issue, it can be really hard to find.

  18. Consider the Cornell Law School Regulation room http://regulationroom.org/

This was used to gather public comment on Airline rulemakings. The results that were published to commenters after the rulemaking suggest that it was effective and helpful to the agency.
