Define Terms Like NetNeutrality Clearly
NetNetrality is a term/phrase for governance, as a utility, telecommunications infrastructure owners & operators (Verizon, ComCast, ATT ...), all of which are known as "Internet Access Providers" (IAPs).
Internet Service Providers (ISPs) are online services providers like retail stores, bank, libraries, science & industrial data sharing, music & movie (iStore, Amazon, Google ...) content/app providers ....
REMEMBER:IAP is about ITU Infrastructure.ISP is about W3C Services.The FCC needs to clearly define for the USA public and politicians what the FCC will and won't govern in the interest of "The People."
IAPs require ITU/IEEE... standards for Open market competition.ISPs require W3C/OASIS standards for Open market competition.IOW: IAPs are not ISPs, and NetNeutrality is about IAP infrastructure/utility governance.
NetNeutrality is about Freedom of Information, Open market business competition, and maintaining a well governed market for all business sectors and information availability to US Citizens.
The IAPs have the infrastructure and charge for internet access and bandwidth volume (much like water, electricity, gas ...) delivered.
ISPs and US information/application users need tobe assured information access, discovery, analysis ... and sharing of science and industrial data, and all content contained in books, laws, documents, movies music ....
