How can we improve the new FCC.gov?

Provide a way to submit a problem when there is not existing category or docket.

        I have recently received "robocalls", sometimes political, which hijack my phone line. If I hang up after the message starts and then try to make a call, the message continues. I first discovered this when I was about to call my doctor and one of these calls came in. I was delayed for some time before I could make my call. What if this was an emergency or a 911 call that I had to make. Something is wrong when someone can take over my phone service like this.
        I would like to know if there are rules prohibiting this tactic or if there is any plan to create such a rule. If not, how does one initiate such action? Do I have to contact a senator or congressman (although their campaigns are part of the problem)?
