Clutter on the current site comes from lack of leadership, not design
The present FCC web site is the most cluttered one in the federal government.
The most likely reason is that there is no one in charge with the authority to decide what goes on the FCC home page and too many people from commissioners to bureau chiefs can clutter it with news of their favorite efforts. The goal of the home pages should be a gateway to efficiently route people to the information they are looking for. The specific items there should be limited and stay limited through someone exercising judicious editorial control. Otherwise the new design will quickly get as cluttered as the old one.
