How can we make FCC documents more reader-friendly?

I spent 2 hours searching on line boating forums to find out I needed an SA license for a simple? marine VHF license

Make marine VHF license Google searchable with an actual answer in the FAQ's

        I tried to apply on line for an SA license and finally gave up. I got my FRN# and got form 605 up on the screen but could not fill out the form on line and got an unknown printing error every time I tried to print out a hard copy. Why don't you piggy back on the BoatUS page? Have them include all the info you need and have an option for them to collect the fee and electronically pass all the info on to you. Also give them a block of MMSI numbers for FCC licensed stations. I give up and will get a free MMSI number from BoatUS and hope the Canadians dont mind too much if I transmit across the boarder occasionally.
