How can the FCC better engage the public on rulemakings?

A rulemaking index function badly needed

1. Why is it so difficult to find out when comments are due?

2. While it is easy to find the 10 most popular rulemakings, it is hard to find the others if you don't already know the docket number. How about an index based on popular names. And if the issue isn't in ECFS, like the GPS/LightSquared issue, it can be really hard to find.
