How can the FCC better engage the public on rulemakings?

Cell phone calls on airplanes

Please, don't allow cell phone calls on airplanes. It's bad enough on other public transportation, but in a plane you are stuck with them, possibly for hours on end, at 35,000 feet. If you leave it to the airlines, they will feel endless pressure from their most aggressive customers to allow them. The rest of us will be forced to suffer all those fools, and not gladly. Let us have some peace and quiet.

        The last thing we need on airplanes are people using cell phones. Please, please do NOT allow cell phones on airplanes. It's annoying enough when people are on the phone on the TARMAC, having to listen to it for hours on end would be awful. Maybe let people use their phones for texting and surfing but NO voice-to-voice calls. Quarters are too tight and people are, unfortunately, too inconsiderate.
