Get rid of the banner. Why does every gov site suddenly have the same user unfriendly design?

Managers who authorize the creation of websites love banners and picture slideshows - the truth is - users don't.
Did your users ask for large banner pictures at the top of your home page? I am sure they did not. Who are you designing this site for, your users or your managers?
What is the return on investment for all the wasted resources used in creating and maintaining a heavily graphical design? Of course, there isn't any. It just increases the costs for all - users and developers.
The best government site isn't the prettiest, it's the most accessible.
